John Washington

John Washington is a seasoned entrepreneur, community advocate, and urban developer with over 40 years of experience. As the Executive Director of the Soul District Business Association (SDBA), he is dedicated to fostering economic empowerment in Portland’s N/NE communities. A long-time business owner in the Soul District, Mr. Washington leads initiatives that support small businesses and youth entrepreneurs, helping them access training, funding, and resources to thrive in today’s economy.

Through one-on-one coaching, workshops, and networking events, Mr. Washington has guided countless small business owners in navigating complex systems, developing strategic plans, and building sustainable partnerships. He spearheaded programs like the Green Lighting Black Lives Matter Youth Media Project and the MLK Dream Run Weekend Celebration, which connect communities of color to economic opportunities and professional development. Under his leadership, SDBA also serves as a bridge to grant funding for property improvement and acquisition, ensuring local businesses and residents remain rooted in historically significant neighborhoods.

In addition to his work with SDBA, Mr. Washington has contributed to public art and economic development projects, including chairing Prosper Portland’s Vanport 2 Development Design Committee and serving on the Historic Albina Advisory Board and the N/NE Housing Oversight Committee. His deep ties to N/NE Portland and commitment to culturally responsive leadership continue to make him a driving force for equitable growth and community prosperity.

J.W. Matt Hennessee has dedicated his career to leadership, community development, and social justice. Since becoming Senior Pastor of Vancouver Avenue First Baptist Church in 2005, he has revitalized the congregation by expanding programs, enhancing financial governance, and renovating church facilities. Under his leadership, the church introduced new initiatives such as the Drum Major Ecumenical Service and Salute to Greatness, which celebrate the legacies of civil rights leaders and inspire youth to overcome challenges and achieve success. Pastor Hennessee’s vision has kept the church debt-free since 2007, while he has implemented additional revenue streams to ensure financial sustainability for future generations.

Beyond his pastoral role, Pastor Hennessee brings extensive experience in public service, private business leadership, and education governance, including serving as a trustee for a private Christian college. A passionate advocate for social justice and youth development, he has collaborated with local law enforcement to reduce gang violence in Portland by over 50% since 2011. Known for his tireless mentorship, he supports emerging leaders in ministry, fosters connections across communities, and champions initiatives that dismantle barriers and promote equity. Pastor Hennessee is also a devoted father and grandfather, committed to leaving a legacy of compassion, community impact, and faith-driven leadership.

Sheila Randall-Doyle

Sheila Randall is a seasoned business professional with over 25 years of experience in administrative services, income tax preparation, bookkeeping, and payroll management. As the Owner of Office Administration Services (OAS) since 2016, she provides comprehensive business services tailored to support the needs of small businesses and individuals. Sheila holds dual certifications as a Licensed Tax Consultant through the Oregon Board of Tax Practitioners and as an Enrolled Agent with the Internal Revenue Service, showcasing her expertise in tax compliance and financial management.

Prior to founding OAS, Sheila served as Office Manager for H&R Block Tax and Business Services and as Client Services Supervisor for Paychex Inc., where she honed her skills in client relations and operational efficiency. Her deep knowledge and dedication to supporting businesses make her an invaluable asset to the Soul District Business Association’s mission of fostering economic growth and sustainability.

Bryson Davis, Counsel PNW Business Law

Bryson E. Davis

Parliamentarian, Counsel PNW Business Law

Bryson Davis is an accomplished attorney with over a decade of experience serving the diverse legal needs of businesses and nonprofits across various industries. Since 2013, he has advised clients on matters ranging from business formation and mergers to regulatory compliance and contract negotiation. His expertise extends to specialized areas such as real estate transactions, employment law, and administrative law, as well as providing strategic counsel to clients in the cannabis industry. Bryson often serves as external General Counsel, helping organizations navigate complex legal and operational challenges.

A dedicated advocate for social and economic equity, Bryson actively contributes to initiatives that support BIPOC communities and promote community-led development. He serves as Chair of the Williams & Russell Project Working Group, driving efforts to restore opportunities for Portland’s displaced Black community, and sits on the Executive Leadership Advisory Committee for the I-5 Rose Quarter Project. As a consultant for the Soul District Business Association (SDBA), Bryson provides expert guidance on compliance, lease negotiations, and property acquisitions, while also leading educational sessions for small businesses. His commitment to equity and his broad legal expertise make him a vital asset to the SDBA and the communities it serves

Kerstin Rock is a seasoned utility executive and economist with extensive expertise in energy policy, market analytics, and organizational strategy. With over 20 years of experience in the energy sector, she has held leadership roles at prominent organizations, including PacifiCorp, where she currently serves as Managing Director of Western Market Policy & Analytics. Kerstin is known for her ability to lead results-oriented teams through complex and rapidly changing environments, specializing in strategic planning, collaborative problem-solving, and market innovation.

Kerstin holds a Master’s degree in Economics from Portland State University and a Bachelor’s degree in Economics from Lewis & Clark College. Her dedication to community engagement and equity is reflected in her active involvement with initiatives that promote sustainable energy solutions and resilience. As a board member of the Soul District Business Association, Kerstin brings a unique combination of technical acumen, leadership expertise, and a passion for fostering equitable growth and opportunity.

Maxine Fitzpatrick

Founder, Fitzpatrick and Associates

Maxine Fitzpatrick is a highly respected community leader and real estate development expert with over three decades of experience driving equitable housing solutions and economic development. As the Owner and President of Taylor Fitzpatrick Consulting, LLC, she provides strategic consulting services in real estate development and management. A long-time resident of Portland’s N/NE neighborhoods, Ms. Fitzpatrick has dedicated her career to improving living conditions for Black/BIPOC and low-income families, fostering pathways for community prosperity.

From her early days as a realtor and construction project manager in Michigan to her transformative leadership as the first Executive Director of Portland Community Reinvestment Initiatives, Inc. (PCRI), Ms. Fitzpatrick has made a profound impact. At PCRI, she spearheaded initiatives like the Pathway 1000 Community Action Plan, a ten-year strategy to construct 1,000 affordable homes and address displacement in Portland’s Black community. Her efforts laid the foundation for the City’s “preference policy,” which continues to shape equitable housing development today. As an SDBA consultant, Ms. Fitzpatrick advises Black/BIPOC property owners on strategies to develop their properties, leveraging her expertise to drive economic empowerment and community resilience.

Samuel Miller

Sam Miller is the President and CEO of Cross Circuit Consulting, LLC, where he specializes in guiding BIPOC businesses toward sustainable growth and success. With over 25 years of experience in leadership, business development, and sales management, he has supported more than 20 BIPOC businesses in areas such as business planning, financial strategy, licensing, and securing government contracts. Sam is passionate about empowering minority entrepreneurs, fostering economic equity, and helping individuals overcome barriers to achieve financial independence and self-determination.

In addition to his consulting work, Sam has held numerous executive roles, including Managing Director and General Sales Manager, where he developed high-performance teams and implemented strategies to improve customer retention and operational efficiency. A dedicated community advocate, he has served on the boards of organizations such as Providence Hospital and Honoring Our Soldiers. Through his leadership and mentorship, Sam continues to contribute to the success of businesses and individuals, demonstrating a commitment to building stronger, more equitable communities.
